Let's talk Power Budgets.
If we group the stats and characteristics of champions we have, maybe we can see why the game is so unbalanced. We group it into:
- Damage (for obvi reasons)
- Defense (health, as well as defensive steroids)
- Mobility (dashes, blinks, speed steroids)
- Utility (defensive characteristics that aren't stats: heals, shields, stealth, invulnerability, tenacity, etc.)
- CC (slows, stuns, knockups, silences, blinds, etc.) I say we don't include cooldowns as its own stat and more of a modifier on whatever stat it effects because it affects the consistency that someone makes use of that stat, rather than the stat itself. I also say we don't include difficulty of a champion as part of the balance because that makes for very unhealthy balance cycles. Look at Aphelios. They balanced him upon release around the idea that he was difficult to use (but he wasn't) and he was ridiculous because of it. They won't nerf him to an acceptable level because they still contest that, because his power is inconsistent, it deserves to be above the line to reward planning around it.
Let's set these 5 stats on a scale of 0 to 5, and before calculating any, let's say a healthy champion has a power budget of 12 or less. Enough to really specialize in one or two things, but not enough to be particularly good when you do everything.
I'll start with some of my favorite champions:

- 3(+1) (her damage is generally middling, but it's frequently available)
- 1 (she squish bro)
- 0 (the most she has is flash or mark but we aren't including things outside of the champion itself because those need to be addressed separately)
- 5 (spell shields are extremely strong as they block endless amounts of cc if the source only deals physical damage, plus she heals herself by attacking enemy champions and large minions)
- 5(+1) (long roots that are frequently available, and an aoe slow on her ult followed by a fairly long stun Total: 16 I love morgana, but I am 100% sure she isn't a healthy champion. I'm sure she needs a longer cd on her root, even while saying it needs to be reduced in effectiveness. Her spell shield can also be changed, maybe blocking all types of damage in exchange for a shorter cd. I imagine if aa's could break it, it'd last a shorter time and be less of a problem when it does come up. And this is just a me thing probably, but I'd be fine without the slow on her ult because it discourages Zhonya's cheese and I usually build Rylai's on her anyways.

- 5 (+1) (High damage that is always available in her passive and high damage on her ult)
- 1 (Also squish)
- 3 (Her movement speed steroid is almost always active, which really helps her exist)
- 0 (She doesn't do defense beyond items)
- 2 (A small aoe slow that costs her to use frequently)
Total: 12 MF has a healthy design. She sacrifices defense to do damage and get to where she can do that. I wouldn't say she's often balanced, but I blame that much more one an incompetent balance team dealing with her and the items she uses.
