How to play people in games that live in the same location

I was wondering how I would play my brother, he lives in the basement and also plays League. I have so far NEVER encountered him in a normal or even ranked game, and i am really close to his rank now, so i was wondering that if I am in the same division as him will i see him in games now or not ??

You could, but seeing as how many ppl play league, its hard unless you're in mid dia+

If you're in high elo, then yes you can. In low elo the odds are against you.

Why not just party up though?
