New Champion?

Hi there, Riot you guys come up with some really cool champions and game modes, I was just wondering that no doubt you guys have started making a new champion after Taliyah already but why not make a champion like Jayce or Nidalee? One that has two sets of skills, we haven't seen a champion like that in a while.
