I was recently thinking about this and realized that I don't think I've ever actually fought a singed top lane, and have never really thought about the best ways to deal with his proxy farming. Just wanted to be better prepared for when I finally do have to deal with it, what's the best way to do so?
Disclaimer - I realize that it varies based on circumstance, but I want to get at least a general idea

As a Singed 1 Trick Pony, I climbed into Gold during the height of Singed Proxy madness.
A proxying Singed tells his midlane "If your opponent leaves to chase me, push your lane like you're giving birth" The Singed player is also doing that sort of crap to keep the jungler top. He tells his Jungler "Camp Bottom, and Camp Mid and snowball them. Even if I lose, I can come back and farm hard once I get a couple of core items"
So suddenly, his strategy is to purposely lose his lanes, to help his team win 2 lanes, and he can still make a huge difference late game. So how do you deal with a proxying Singed?
Let him proxy, and tell your Jungler, to clear his way up and gank later as his normal path. Don't let your teammates leave their lanes, don't let your Jungler just leave what he's doing because he see's a Juicy Singed being an idiot between the top 2 turrets. And for the love of god, if you and your jungler pinch him, and he gets away. don't chase him forever. go back to your lane, re-set it... and use the re-set minions to try to push to his tower. If he's back behind your tower, continue to farm hard, and you'll carry as hard for your team, as he'll carry for his.
If you start chasing his ass around, and using your Jungler top all the time to pressure him, you're playing into his game, and you'll lose in the next 20 minutes and have no clue why.
In my experience, Singed only proxy farms when they know that you can't kill them and they can kill you if you try. So I'm gonna bump this up and hope someone answers cause I'd love to see one.
building a good wave clear item is the first thing to do. Its harder on some champs than others, but the better you can clear waves while singed proxies, the longer you can wait to kill him. The other thing you should do is get your team to help if you dont think you can kill him outright. Unless singed is fed, your mid and jungle should be able to take him out easily. the fact that he is proxy farming means he is way out of position, so any decent jungle should be trying to help you.
Basically a good jungler combined with a good top laner will never allow a Singed to proxy. It's basically free kills most of the time, especially if he doesn't proxy at the very bottom outer turret. Have the jungler camp him, you already know what he's gonna do. Flash if you need to get a hit before he tries to execute himself.
He will eventually give up.
Get Nassus proxy farm yourself.
don't go chasing him. Just get an armor item and counter-proxy farm.
Your proxy farm beats his because you can take turrets without any minions, after you get your armor items and stack up a little bit.
Kill him. If he's proxy farming behind your towers, your jungler should be camping him.
Otherwise you should be farming up yourself. It's more difficult if you can't clear the wave, but picks like Jayce, Garen, Cho, Gnar who can handle the wave (even if only after some lifesteal) and get fat off of farming make proxy Singed more of a detriment.
Do know that every 1000g (≈ 8 waves ≈ 4 minutes) acquired from creeps removes a stage in the death spree.
If he is one of those that do it from lvl 1 or 2 on just get a few kills on him before he gets too annoying to chase down. Use that to roam to other lanes and get your other lanes ahead. Snowball from there.
