When will you nerf kat

It seems every patch you guys either buff her or don't touch her...with this patch 5.4 sure the 3 seconds is a little better but still does stupid amount of damage and snowballs way to easy...these are just my thoughts..i know you counter her all you need to cc but even then its not enough at times.
