Honor system should give an incremental increase to Lp gain at higher levels

One of the main issues with the old honor system that I think riot recognized was that a loading screen flair wasn't really much of an incentive. What better way to make people want to play honorably and friendly then giving a small boost to lp for climbing? It doesn't have to be a lot.

Honor looked like a 5-tier system. so how about a 1-lp boost at lvl 3, 2-lp boost and lvl 4, and 3-lp boost at lvl 5? I think giving friendly and honor players a path to climb the ladder faster is a great incentive and promotes good games in league without making it too unbalanced.

That's just boosting non-toxic people to an elo where they don't belong. It's small, but in the long run it can make a difference, and you wouldn't want that in your game. There are other ways already planned to reward honorable players.

earn your LP by winning not by honor

I don't think that would be appropriate. Rewards outside of ranked are fine, but gaming the system by tilting LP gains one way or the other would ruin the reason for honour, and people would corrupt it by trying to farm it.

That sounds like a really bad idea as it would undermine the meaning of the different leagues as a marker of skill. There are lots of ways to reward players for honor that don't involve ruining ranked for players who put a lot of importance on competitive achievement.
