It should not be implemented in the live servers EVER for a simple fact as this.

Certain championsVayne Yasuo LeeSin KatarinaRengar etc (and that's just one teams set of bans) will be perma-banned and instead of Riot fixing that champions individual problem making them overly oppressive, whether it be too tanky while also doing decent damagePoppy , is too strong during all points of the gameCaitlyn , or is just generally oppressive for no reasonJayce , they will not have enough statistics on said champions to balance them correctly.

Even if they were to figure out why that champion is too strong from PBE, they will STILL be perma banned just because that champion IS that champion, no other reason and for ANY game balancing solely around bans is a cop out.

Also, who seriously wants to play Blind pick just because their favorite champion is perma-banned..

Please think before you act Riot.

Isn't that why last patch was called "nerfing permabanned champions?" If a champ is perma'd they have to actually address/fix the problem soon, if their ban rate sits at a bit over 30ish% they can chose to ignore it for a long time.

?

Perma banned champion have a household name for a reason, and will be perma-banned just because they have the name everyone recognizes, for instance, if the 10 ban system goes through to live Yasuo will definitely be perma-banned, hes semi perma-banned now and only 3 bans each team.

because either you don't want your team who is new to yasuo picking him or because close to everyone has played against that one Yasuo main that made him feel unfair.

Then maybe they will have to deal with the gameplay issues he brings to the game.

A large percentage of the playerbase despise Yasuo. Another not-insignificant percentage want to play him.

When he is in a state where most people hate him, it benefits neither group. He is usually banned, and brings misery to his opponents in the few games where he isn't.

With ten bans, he will reach near-permaban status, and Riot might finally be forced to give him the rework he's always needed.

After that, he might stop being despised, not be banned anymore, and the people who want to play him will actually be able to, while the people who despise him hopefully won't have to anymore because he will (theoretically) be a healthy champion after his rework.

Statistics do not solely determine whether or not a champion needs to be modified (nerfed, buffed, or even reworked to an extent). Now, of course, if we're talking about a champion that's so oppressive that they would have around a 55% winrate as of right now (before the ten-ban system was implemented), then yes, of course that champion's statistic would be additionally flawed if we made a ten-ban system (let's pretend Vayne had a 55% winrate right now, and everyone hates Vayne, and then a ten-ban system was implemented and everyone started banning her virtually every game, which in turn would make her winrate either really low or really high). But realistically, even if the statistics were totally absurd, there are plenty of other ways to recognize if a champion needs changes.

Karma, for example. Her kit is so basic and has such low skill expression it's embarrassing. In fact, it's not even debatable at this point that she at last needs a minor rework; simple number modifications aren't going to work. But her winrate as of right now in the ranked queue is 40% (as of yesterday). This statistic tells us that she needs to be buffed, however, her past buffs have almost inevitably either pushed her way over the edge or hardly changed her at all. Based off of this empirical evidence, it's safe to say that buffs/nerfs don't suffice.

A winrate, though I would argue does its job well (and by that I mean giving you a general understanding of where a champion sits in a specific queue), cannot serve as the sole, or even primary factor in deciding whether or not a champion should be changed. It is good for base assessment of a champion, but ultimately, looking in their kit is tremendously more important when it comes to changing a champion for the better.

Wait, what? Where are you getting that number? She's from low to mid 50's when I check.
