It might be time for a riven rework.

This is now the 3rd consecutive patch where she is being buffed, and I think its agreeable that with a kit like hers, its not possible to be balanced. She is waay to weak right now and if she keeps receiving buffs she is going to be waay to strong just like season 5 all over again. She should be reworked to be easier to balance.

Note: the rework that was previously released on pbe was bad, so scrap that one.
