Rylai's crystal scepter buffs required?

So since the 6.24 nerf its seems like always riot doesn't see the difference between nerf and overnerf , probably nobody even builds it anymore? _Note some supports still build rylai's crystal scepter only for the hp and AP, not sure they even notice this items is supposed to slow. _ If someone want more mobility they build instead of rylai's cs. But as in general rylai's is totally replaced by and why not? Liandry's has better stats - 10 more AP, magic pen, burn. (Persnoally as a and former main i switched off to Liandry's) I think riot should buff and people will actually think which of this 2 items to build. (Example buff increase the AP to 80 the slow to 30% and slow duration to 1.5 secs) /Discuss

item 3116 nerfs were handled completely wrong. it was the PERMA SLOW the was the issue.. all they needed to do was add a cooldown from when it could activate on the same target again. they gutted the stats that made it useful on champions not the ones that made it OP on the champions that abused it.

so in other words its now useless for everyone EXCEPT the champ who can abuse it.. and it is STILL broken on the champ who CAN abuse it..

champs who can proc it over and over again with next to no cooldown

(for Viktor it means you cant get out of his utli)

aka champs who can still perma slow with it.

the point of rylias was to give a "1 second slow" not to "slow them until they die"

that's what made it broken... not that AP and not the HP.

Even without the slow you can't get away from Augumented Vik ulti without flash / ghost exp if viktor is too far away

Do what the community asked for and give rylais a nice chunk of HP. Riot nerfed ap and hp when the community asked for lower ap and higher hp.

I still pick it up on Cho, Karthus, Donger, and Teemo, sometimes. Its cheap, combo's well with Liandry's and the slow makes landing spells more impactful.

I would like a 30% slow on it but an extra 100-200 gold cost. Or just a 30% slow for single target spells.

They should just buff Rylai's AP up to 120 and leave the HP alone at 300 and increase the cost to 3200 gold.

120 is too much... 100 was good at 400 hp was good. it was ACTUALLY a balanced item. when used as intended. All riot needed to do was add a simple clause "cannot proc on the same target more than over every 4 second" and boom... fixed..

It had amazing stats and a great passive, still great with your suggestion. Applying to the whole enemy team would be a nerfed but it would still help combo someone by stopping them dodging.

I made two threads with suggested minor buffs: either make it build out of Crystalline Bracer for a little bit of Health Regen and a lower combine cost, or make its slow stack with the champion's slows who bought it.
