Ignite and Heal Summoner Suggestion

For ignite, I was wondering if we could change the "reduced healing" to nullifying all forms of healing during the duration. For Heal I was wondering if it could heal for 50% less but add in 100% increased healing from all forms.

Maybe allow a new mastery to add changes to these summoner spells as well as others like we used to have?

Ignite - WAY to strong as there is little counterplay to it then. Heal - extremely harsh nerf early game with potential (highly doubt it ) late game power.

Riot said that hey went away from the mastery augments because it gave the illusion that a summoner spell wasn't efficient unless you invested to mastery point.
