Queue Times question

hi everyone,

I'm curious as to why when something this occurs:

-someone dodges in champ select for whatever reason -someone doesn't click yes when a queue pops

I will frequently (>50% of the time) have to wait an additional 3-5 minutes in lobby to get another queue pop. Is there a glitch going on or something? Can someone better explain the queue system to me? I am in plat elo, so its not like there are a lack of players in my elo trying to play.
