No...runes are a cash grab. They force you to spend IP on runes rather than champs, so you have no choice but to buy champs with $$ (rp).

I hope Riot never takes away Crit% runes. I've killed three enemies in the past half year with them and they are the best. Despite this, it turns out that a single level 1 Crit isn't as good as it sounds in most situations. I don't see the problem here OP.
