tresh hook balanced or not ?

simple question and balance question / proposal. Is tresh hook Q death sentence balanced ? I'm not looking for the damage aspect of it but the supress it does. it has the same supress duration as ww's ult, 1 sec less then malz ( look at league wiki for source ) yet he can move slightly, allowing certain dodge. and the supress persist even if he gets hard cc, yet any other supress would be cancelled by a stun or silence on the user of the move.

I know its a skillshot and its slow. however the benefits it has being decent cooldown and utility for movement and comco q-q-e makes me question; should the supress/stun be cancelled if tresh gets a hard cc like a stun or silence ?
