Kind of pointless to have it's cool down reduced by spell hit when it already reset on champ kill. Like seriously when have you ever seen a evelynn need to use her W twice before she killed someone?

Basically, it's classic "Sona Syndrome." Riot doesn't want Evelynn to be capable of functioning in any sort of manner. They didn't like her as an AP assassin, so she got changed to a hybrid tank. They didn't like that, so she got changed to an AD bruiser. Now they don't like that either, so they've changed her to a mosquito. Buzzing around and being annoying, but unable to do real harm.
It's getting to the point where just to be viable even in Bronze 5, she needs
