Have the FPS issues that came with the initial preseason patch been addressed yet?

i recall seeing a rioter on twitter announce that fixes to fps drops were coming in patch 7.23. I wasnt sure if that meant they came out the day it got patch aka last monday night/tuesday morning or if that meant they were coming later in the patch. i have a high performance rig and have still seen some problems with fps as of today, was wondering if the fixes were coming later or if they area already out and i need to take additional steps in fixing my problem, thanks.
