Why is URF special?
Why isn't it in the game mode rotation? And no, I'm not an URF fanboy, it's the curiosity that makes me post this.

Because it actually makes league fun?
Probably because they don't want it to lose its special charm. It's the best, so you only get it once in a long while to keep it rare and special and interesting.
And people probably get really sick of it if it goes on for too long, your just gonna see the same op champs again and again and the mode loses its luster. So its best to enjoy it in small dosages.
Is this a trick question? URF has always been a cut above the rest as far as alternate modes are concerned.
It may be, it may be not. I shall never tell you.
Currently most Rotating Game modes are not supported by the new client which a lot of people are using. They are slowly adapting them over and they will come back into the rotating game mode.
No, I mean in general why isn't URF in the usual rotating game mode and comes a few times a year.

hype i guess? players always seems to make a big deal when ever urf comes back, so i guess riot wants it to be special.
As Summoner Grey mentioned it is mostly Hype. Urf was the once a year big "April Fools" week event. With rotating game modes Riot wanted to preserve the hype so they said "Well we can't get it to you this April but we promise to give it to you 2 times this year."
Since then we got a third URF with the random champ URF unless I am missing one.
Just my opinion. Most rotating game modes are - though they're not quite balanced - still striving toward the direction of balance, but urf takes it to the extreme. Players like it precisely because it is not balanced, but unfortunately, majority of players want balanced stuff so riot graces us with urf on rare occasions and with conditions at it.
