1.he gets countered in lane by 90% of champs 2.his fling lvl 1 costs 100 mana.WTF IS THIS TELL ME RIOT.FIORA Q DEALS MORE DAMAGE AND IT COSTS 20 MANA AND HAS 5 SEC CD.99% of ultimates of other champs cost same amount of mana 3.He gets kited by all meta adc pretty easy cause they all have 0 cooldown dashes or CC they shouldnt have 4.you nerfed zzrot portal 4.adaptive helm and op banshee hard counters him.you cant do anything vs ap midlaner with banshee and people who have adaptive helm you literally deal 0 damage to them 5.100 sec Cd on ult is too much on lvl 3 ulti

Singed needs his fling buffed to cost 50 mana and he needs tenacity on his ultimate,and his ult CD reduced to 80 sec at lvl 3
