Brand's E bonus effect could be change to a minimum mov. speed.
This could make him more up to date, right now the bonus effect is not really good but giving him a mov speed will turn Q-cc W-dmg E-escape

I definitely started playing other champs since cassio rework and brand it's pretty awesome but seems outclassed by others who can do the same and better
Going more in depth with this change: E's bonus effect is AoE dmg, if you lvl up W and Q for farming and poking E's bonus effect won't matter at all while if you do lvl up E's rage is just way too short which means you need to use E's b.effect on certain special occasions (like escaping that'd be nice) instead of some more useless AoE
