Urgot's Q and Cassio's E are similar. If cassio E's a poisoned target the CD for it is .5seconds. For Urgot Q'ing his targets with his E. The cooldown is unchanged. This will make Urgot a AD version of Cassio and therefore more people would play him.
His Qs do too much damage for this to happen. You can 3 shot carries in midgame while locked on. With 35%-40% CDR, he can get 5 Qs off before E expires. He doesn't need a CD reset. He's actually in a good spot right now. The buff to his shield helps him out considerably. After you reach over 2000 mana he has a 400 health shield. At high CDR it's up every 7 seconds, making him much tankier.
