Do you actually understand the mathematical principles behind the game? This is a pretty significant reduction for her, specifically in her early game trading power. It's PBE also, which means not final... I'm assuming you haven't tested this to see how it effects her power curve... so really confused why you're bitching.
Keep in mind they're waiting to see what the Marksmen update does to her before doing anything big.
