Jungle experience mega nerf?

I dont get why xp needed a nerf for jungle I played rammus a lot during the preseason and almost every game I am lvl 4 sometimes 5 when top and mid lanes are lvl 6 or 7. Soo less xp means they going to be much higher so when can I gank if I am 4 lvls lower than laners? Earliest rammus effective ganks are lvl 3 minimum. Nor does rammus clear fast at start either so where is this xp going to be made up? It is like your saying games dont need junglers so let's knock them out of game by cutting xp in half. If anything you need to nerf the jglers that just camp lanes.
