I just don't what is it with him but the Mord players that are making me get interested with the Tin Can 
Can anyone give me tips on how to play him such things as builds?
Idk about masteries since I see them run different stuff
Runes I think are ok imo since those are my 
runes.

is a must, no way around it. His kit isn't nearly as functional without it.

JIDF Operative1 votesThe runes seem fine for top lane, you could go for scaling armor or scaling health for the yellows and switch out the blues for MR per level tho. I find storm raiders the best on him for top lane and I recommend rushing then getting items like 
depending on how the game is going. Also typically in lane you go E -> W -> Q-> W-> E max-> Q max -> W max for the best combination of poke sustain and damage. And try to avoid ranged match ups if possible as morde

Malicious Metal1 votesThose are some solid rubes you got there, I tend to run 1 more MS quint though. Switching out your blues for either AP/level or CDR/level can be great too depending on what build you want to run/the matchup calls for.
Try 12/0/18 Masteries with SotA
And either one of these two builds
40% CDR DPS build; Great against squishier teams and ones that like to kite
Or the soaking build; Great against tanky teams, those who lack a lot of DPS and rely on burst
