Simple solution: Buy T2 runes until you can afford T3 Runes.
Better have 3/4ths of the possibilities than 0/4ths of the possibilities.
or just do away with runes and masteries and the only way you enhance your champ is through in game items so then people cant bitch about runes or masteries any more and every 1 starts with base stats at lvl 1 in game
Why do you need CDR Runes, Tri force is 20% Frozen heart is 20% Spirit visage is 10% Warmogs is 10%, those are all acceptable items on nasus (I typically get tri force, warmogs and spirit visage for 40% CDR)
You dont need CD runes though, if you play Nasus correctly you get max CD from items anyways. You want Armor Pen Marks, Armor Seals, MR Glyphs, and Armor Pen Quints.
