Let people chat with their friends while they're in low priority queue. [Read before voting]

So I'm currently in low priority queue (I was not intentionally leaving btw) and I have quite a bit of friends and one of them messaged me while I was queuing up with a 20 minute wait and I could not chat with them at all. I think this is pretty unfair that you can't at least chat with friends while in the queue. And before some idiot says "It's part of your punishment, that's what you get for leaving games", the only restriction you should get is a queue restriction and not a chat restriction.

If any riot employees are reading this please add this in the next patch that would be great.
