Can we please buff Talon a little before the rework?

The rework is still going to be a long time yet, so is it too much to ask for to tweak his numbers a little and maybe even give him useful cc on his e? Maybe change it to a 0.25 second silence so it will actually do SOMETHING instead of a 0.25 second slow.

Edit: apperently people are blind to the fact that it is only a 0.25 second silence. 0.25 seconds. Please take the into consideration.
