What qualifies nerfs anymore?

I've seen Gangplank getting CONSTANT nerfs. So I looked at his win rate and pick rate and I noticed that he tends to win the longer a game is. That's his thing. 50.3%, I don't think is justifiable for the endless amount of nerfs I see the pirate go through. Look at Lux's win-rate. And you don't even do anything about her stupid hitboxes matching the animation. Like, who the hell is in charge of this crap?
