Jungle Items: Devourer mechanic for all Jungle types.

There's been discussions and balancing going on for all the Jungle items, they've all had their moment in the spotlight throughout this Season and it's been an interesting ride.

One major difficulty I feel Riot's been struggling with is creating a viable power curve for Jungle items without these items becoming too strong or cost-efficient so they dont either: warp jungle picks into those that can abuse the current strongest Jungle item or flop over into non-jungler item builds.

**What I suggest is normalising a Devourer-type Scaling mechanic for all Jungle items. **

Im looking at this from both a game-mechanics POV but also from feel I guess, the idea of becoming directly stronger by killing Jungle monsters or pulling off good ganks (aside from gold/xp income which every champion has access to) fits, IMO with the Jungle role as a whole.

You can work with the Devourer mechanic as a lever, as Riot likes to put it by shifting the bonus (type and amount) each stack gives and when/if it caps off per item type alongside the already existing levers (strong build path for early power, cost-efficient finished item for mid-game or a bonus stat that scales well into late-game).

What I mean is that all the Jungle items get a stacking effect that stacks per monster killed or Kills and assists. So there would a stacking effect on Magus/runeglaive (AP), Warrior (AD), Devourer (AS/on-hit) and for Juggernaut/cinderhulk (Tank).

All junglers get their power curve as designed, without farming the Jungle losing its relevance late-game and (maybe most important) It feels rewarding for a good jungler balancing his ganking and farming to see it reflected in Devourer Stacks and thus, extra and unique power.

What happens to junglers who both want devour and can't make effective use of warrior? if all of them do devour's job + something, it becomes the poacher's knife of the enchants.

Devourer's purpose is to provide strong lategame bonuses to farming/carry based junglers, so it infinitely scales

The others are not, so they don't
