Can someone explain to me about Spell Vamp?

I'm new to "Spell Vamp" and I wanted to know if Spell Vamp has it's weakness/strong point.

and also which kind of champions would be weak against spell vamps

Akali Vladimir Mordekaiser = spell vamp 100% broken. Anyone else using it just gets minimal crap healing because their kits dont even synergies with it. Spell vamp is crap on anyone that isnt mord, vlad, or akali, its better to just build high damage items

Spell vamp heals you for a percentage of any spells damage. Spell vamp is really only useful for champions who primarily build ability power.
