New idea to limit troll games?

So i was thinking. If your in champ select and you have someone pick like a taric mid for example and everyone is mad and flaming(this is where it gets good). You should be able to have a 3/2(like ff vote) to cancel the lobby so we have less troll games which non of us that wanna climb want. This was just an idea that sounded a little reasonable. Of course it more for lower elo because lets face it. The face of lower elos is troll( Not you sorry bud). But who thinks this or something like this should be implemented in champ select to stop the troll and the real troll. Feedback is ok but pls don't be negative.
