I was wondering... Why is there no option to make 
a bot in custom games?

I would say that the difficulty comes down to the programming for how the bot would decide which card to pick on his W.

Sona & sion used to be options, but they were removed before their reworks and never added back.
His Ult might be a bit difficult to program (possibly. He might keep trying to use it as an escape and well... good luck with that bot TF .__.), but over all that would be a nice addition. I know there are other bot champs with ults that would seem hard to program, but they seem more or less fine.
