Cooldown Reduction on Runes
Can the cooldown reduction from items and or the rune "Transcendence" be applied to runes such as "Predator / Arcane Comet"? And can one gain the damage boost from Celerity by using Predator?

so far the only thing that can reduce predator cd is ingenious hunter and that's because of predator being an item active
