Aurelion Sol nerfed without logging?

So a few months ago, when I heard that there was a dragon champion released, I came back to League of Legends, right at the same time that Urf was in the gamemode rotation.

During this period, I encountered something that I've suddenly never seen ever again; Aurelion Sol's "Center of the Galaxy" ability used to get stronger as he upgraded his ult (Or it was another condition, I honestly don't remember anymore); His star count increased from 3 to 4 to 5 as the game continued.

However suddenly, countless games played as Aurelion Sol, he now always sticks at three stars. Okay maybe he got nerfed...? I checked the wiki, nothing has been logged about it. So what exactly has the deal been about it?

This was an URF-only buff to try to help him keep up with other champs who benefit more from the nature of the game mode.

Thank god it wasn't my memory playing tricks one me then. But that's a shame though, Aurelion Sol is somewhat disappointing without that ability. Although, I'd say Urf was pretty beneficial for Aurelion Sol already (having Celestial Expansion permanently, for example.)
