Will i stop getting queued with people new to ranked?

I had to climb from Bronze 1 to Silver 3 and I'm still getting queued with unranked people. Lots of times 0 wins in ranked. Sometimes they do ok, but most of the time they don't.

Around what rank does that eventually stop?
