Since slows don't stack anymore shouldn't the slow cap be removed?

Champions Like Talon have a 99% slow for 0.25 seconds which in actuality is actually a 60% slow. So with the removal of slow stacking maybe the cap should be removed especially with the introduction the elixir of tenacity, slow reduction with masteries and etc. I think you all should try and find a balanced way to remove the cap and make slows useful again :)
