Que Dodging

We need a way to dodge quenes at least twice a day with no 30 min wait. I am a "toxic" player because of the games that people troll me. I don't flame bad people or people on a bad game. I flame people who instalock teemo supp with cleanse tp. Or the Grasp of the undying ashe supp. Plz let me dodge these games so I don't waste 20+ min of my life. I think que dodging penalties should be 6min wait no lp loss, then a 15lp loss 6min wait. People who dodge quenes aren't bad people and are usually dodging a sure loss. At least at my elo.
