So i had this person get mid and he asked to switch to jungle. He got jungle. He swaps out his Shen jungle hover and picks Zed and locks it in. No previous games on Zed. ADC main.

He then said that he was watching Nightblue and saw a Zed jungle.

... Yeaaaah Nightblue is able to do that because he plays with a group of friends. You don't do that without voice communication (tbh Shen shouldn't be played without it either since his ult is so dang good for engages)
Tbh there will be people who have tons of games played with a champion on other accounts but not the one they're on. So I wouldn't completely judge by their previous stats or lack thereof. However, your main point is valid, ranked isn't really the place to try new things (with the exception of new builds to itemize correctly against a team), and if they admit to it, then rip.
