I feel like Runes should scale
Currently, League is a bit of an early game meta. Part of that, I feel, is the static bonuses that runes grant you. The 150 health from Resolve. The 15/25 AD/AP from Sorcery. Stuff like that. These flat stats really reinforce an early game playstyle and are worth little towards the end of the game. So, I feel like those flat bonuses should scale with either game time, like Gathering Storm, or with champion lvl, as the old per lvl runes did. Hopefully, this would decrease the early game advantage these flat buffs give you while giving them some late game strength.
