How about whenever you release a new item...
Add a poll to the PBE boards to get feedback on whether a new item might be broken or overbearing so stuff like cough 
cough doesn't make it into live servers until it has already been balanced.

Hey, remember when no one was using that item until they overbuffed lethality in general? It was like 2 months ago.
Lethality needed buffs because every lethality user was doing poorly. Your poll would have been useless.
