Since HP is being lowered across the board for the most part (making armor items less good against AP) and Base MR is being adjusted in accordance with the MR scaling on a champ by champ basis, I think you might be jumping the gun here, especially since squishies are getting less access to MR from itemization now.

Uh, you do know V Staf is actually better because it ignores total MR instead of just Bonus right? It also provides way more raw stats than LDR

Your tanky magic damage dealing frontliner can also opt for a magic damage inducing MR option as well now, thus increasing your own damage output. On top of that, everything gives less hp. So, i don't see why mages would deserve extra penetration options. What mages truly are in need of is the addition of a decent armor+ap item to provide with extra survivabiity for dealing with those pesky AD assassins and ADCs.
P.S: Getting 9 MR at level 18 hardly counts as a noticable difference btw.
