sions base hp is quite low at only 1794 hp at lvl 18, which is quite low, yes I understand he can gain unlimited hp as long as he kills minions, but how often do you even get over 800hp with sions w? Compared to cho' gath 1934 and he can gain as much as 900 hp. The only other reason i can think of is his shield scales with hp as well. what do you think?

sion doesn't gain damage from hp though his w and passive deal 10% of his targets hp. but yeah i agree with the whole losing stacks thing.

Only his shield scales off his own HP, so him farming increases his shield strength.

Because he can infinitely stack his health due to his W's passive. That's it really. It's not even all that hard to do. Every time you kill a cannon minion you get an extra ten bonus health. Also, don't forget that Soul Furnace apparently benefits from cinderhulk (according to the wiki, never really checked the numbers myself in-game). If Sion had high base health as well as infinite stacking hp that benefited from cinderhulk he might get overbearing.

a sion who doesnt stack correctly shgould actualy lose something for sucking at playing his champion
thats why base stats suck to create some drawback to the mechanic instead of being a free power
cho has a drawback of losing that hp when he dies
