Riot can there be a change for next patch when it comes to New Champions?

Can't you guys make a patch where every time a new released champion comes out they are prohibited from being played in ranked for at least 1 week? I'm sure it only takes 1 week for a person to finally understand what the new champions is capable of.

Most people don't ever read a new champion's kit, they just look at the videos and act recklessly saying in the end " sorry guys, first time ___ ". At this point banning champions in low elo is a crisis because most people have to ban newly released champions so other people don't "first time" them. We need those ban spaces. I don't want to stop playing rank for a week just because someone is desperate to play a champion that they have no control of.

I've heard all kinds of excuses by now where people say " I played him in PBE " but that doesn't justify the fact that it's a rank game and whether you tested him in PBE or not shouldn't be an option to play newly champs the second it comes out.
