The only counter to it is to just build your own. That's fucking boring. Not to mention many champions don't build it well. So, they place it behind their turret....and there's absolutely nothing you can do. Even if you can shove against it, they can teleport to it and make it invulnerable.
You could also just walk behind the turret and attack it a bit.
Play Nasus and laugh
and what a single zzrot behind their tower can even do except for shoving the lane a bit? as soon as you push and win a teamfight that tower and that portal are a toast anyway
tank items make league boring
Push a different lane faster? Build banner of command or one too? Destroy it when you can? Take advantage of the stats they are giving up to build one? Take advantage of them using teleport to save their item?
Break it?
