Do you agree or disagree with this?
if a tiny nerf does make you perform horribly and go "i jus can't play this champion anymore", you probably weren't good with them in the first place???

Honestly depends on the nerf... A movement speed nerf of 10 can actually be pretty freaking big but like, -30 damage on one spell end-game is nothing.
I voted option 3 because I think the main problem isn't really covered by what you're saying. The problem with small nerfs isn't that it makes someone bad at a champion, it is that the player in question does not understand how to adapt.
They could be very skilled with a champion, however if a change breaks their play style they can simply adapt and carry on or not adapt and stop doing well with said champion. It's not really a matter of skill, but rather being able to carry that skill over to a similar but different situation.
To put it simply yes, a nerf can break someone, however if they are good it won't break them for long.
It all depends on what is nerfed. Yah a small nerf to ap ratios might not do much to a champ but a nerf to say hp values could break them. Yah if you're good with the champ you can probably still manage but that doesn't mean the champ wasn't broke by the nerf.
It's very rare that a nerf actually does that to a champion though. Although if I recall sej's last nerfed pushed her into obscurity.
Kha had a massive nerf and he was still viable nerf after nerf for a while. So it goes the other way.
Option 3. A small nerf can break some champs, just as a small buff can. But it isnt always the case. Remember when Ahri was given MS when she Qs? Everyone thought "whatever, small buff" and it made her a toptier mid lane for a while. In other cases a CD gets nerfed and your timing gets thrown off because of how used to it you are.

They nerfed his stun a little while back so that the duration at max range was .5 secs less than it was before. Didn't break him, but makes you change your commitment to a target now if you land that max stun because you can't get the full combo off any more before they are un-stunned
So option 3 I would say. He wasn't OP before but it didn't break him either...just changed him
