My thoughts on Azir changes
First of all on the range nerfs, i do find this acceptable and somewhat fair granted many champs come late game had no capability to approach azir before they were shredded down and then blocked off completely by his Ult wall.

His W Arise, the range nerf seems fine for the fact that the cast range is higher, it sort of always bothered me on his cast range in the fact that it never felt like it was as long as it should be. I don't really understand the point in the removal of him being able to kill wards with his soldiers, you spend mana to be able to clear a ward using two spells so it should be a fair trade, also it leaves him partially vulnerable for an enemy to strike, He just casted one of his soldiers and sent him over to the ward using the Q, that means he has only one soldier left to summon and he wont be able to reposition it in the early ranks due to the cooldown not being low enough.

His Q Conquering sands, once again I'm fine with the range nerfs in exchange for a longer stab range, seems like it will be alright. But why nerf his ratios and increase base damage? Shouldn't a mage have to build AP to get their damage? and not be similar to tanks in the fact that they have strong bases cause they won't be building much damage. This is sort of saying when he's behind him not buying items wont affect him as badly as it could because he didnt need too much of that AP in the first place.

The R Emperor's Divide, personally cause of how much i played azir it will take time adjusting to the nerf in his ult, i guess sure its fine that its blocking off so much of the path but it's still gonna be some what frustrating dealing with the melees that dash right into him, although they surely felt frustrated too, gonna make his matchup against yasuo worse though.

His E Shifting Sands, does the Shield no longer scale with HP as well? I'm glad he doesnt have to hit an opponent to gain the shield as that did not make sense for his range theme, but then you added the gains a soldier charge for hitting an opponent, isn't this you know contradicting? Why should he need to putt himself into that danger to use a portion of his ability, especially seeing his soldiers should be recharging faster so why the need for having him get that soldier?
I may be wrong on this but seems much closer to just being an adc than an almighty emperor that cast his soldiers to do his work, i think of this specifically cause of the range changes. he's now pretty well outranged by orianna a match up that could go both ways due to their ranges being similar before. but i will have to play him to know. I hope if things aren't working too well they will continue to touch up on him seeing that they've tried to do something so far, but please take your community's suggestions in mind.
