moonflair spellblade on the rift?

Been playing some hexakill on the twisted treeline and noticed this itemitem 3170

50 magic resist 50 amour 50 ability power 35 tenacity

why isn't this item on the rift? It would be a great item for ap bruisers/tanks to take on if they really need ninja tabi but also need tenacity. the only problem i could see is that mages could build this item too but even if they did they would be losing alot of damage by not being able to pick up CDR if they are buying all 3 120ap items and magic pen and are also losing between 20-70 ap compared to other items. eg. Would be really cool because on someone like singed boots of swiftness is the best boots, but if they enemy team has no CC but still has Morgana support you still need the tenacity. In my opinion this item in the rift would allow diversity in the options of boots instead of item 3111 and item 3047 reigning supreme.

treeline items follow a different design idea then rift items

tenacity is a strong stat that doesn't need to be readily available

there is little reason for mages to have tenacity on the rift

thats the short answer any way.

Tenacity is scarce for a reason. It's a very powerful stat.

item 3111 are bought almost exclusively by tanks and bruisers, the champions that the stat was intended for.

item 3172 is only bought by marksman at full build as an upgrade for item 3006.

item 3170 Would make tenacity (and some tankiness) easily available for anyone that would build AP. Imagine Leblanc with that, you couldn't stop her. Ekko would be tearing everyone to pieces (well, even more than he is right now). Diana would become a huge issue. Nunu would even more annoying than he currently is. AP Shaco might become a thing again, and no one wants that. Poppy would have less trouble in the early game with it, become viable, and then get nerfed into the ground. Swain would rule mid lane with an iron fist. Singed would live forever. And that's just what I can think of off the top of my head.

It not just the combination of tenacity and tankiness, it's also the moderate boost to AP and the freeing up of your boots slot. It's also got a pretty nice build path with item 3191 in the recipe. It's just too appealing to so many champions, and tenacity items should never have a broad appeal.

it gives does not give that much ap and can be it stats could be tweaked a bit but someone like leblanc or ekko cannot take item 3170 without sacrificing alot of their damage and they would be better off taking item 3111

also no one will be able to dominate lane with item 3170 because rushing it will gimp you so hard.

It solves too many problems for an AP bruiser. It gives AP, both resistances and tenacity all in one package, and it doesn't have some extra effect that allows you to make it useful if stat-inefficient like GA or other double resistances items. That's just too much in one item.

It was necessary on the Twisted Treeline because the classes that needed the item were systematically weak there, particularly to CC bruiser compositions, and they just needed an unreasonably strong option to make them viable there. Moonflair was the answer, and it was given stats and a role that was designed to completely counter the mixed damage bruiser compositions. That was necessary in order to preserve class balance.

Summoner's Rift doesn't have that problem, so it doesn't need this item. AP bruisers and tanks are not being systematically dominated by other classes. They don't need an item that just completely counters another class all by itself (and no, I'm not talking about rushing the item). On Summoner's Rift, this item is poorly designed and should not be implemented. A lot of 3v3 items are broken like that. Imagine Wooglet's on Summoner's Rift. Mages would faceroll everyone if they could buy that, but they don't on 3v3 because the item is reasonable for that map. Same with Moonflair Spellblade. Reasonable for a map where a certain class is getting screwed, not reasonable for the map where that class is fine.

It is a broken item in stats. Many TT/Dominion items are incredibly broken, like Wooglet's and Odyn's Veil.

They are made for a game mode when you will not hit full build and that is not dominated by the same things that dominate SR.
