Wonder how well this will replace StormRunner for some of those who have taken it. The cooldown seems a bit long but it still looks like something ill take on Jayce. If you get ganked you can just R and run away very fast. I also wonder how this will work if you take Predator, Relentless Hunter, Nimbus Cloak, and Celerity. Seems pretty fun.
Edit: Just tried it out on Jayce, its not that good. Its a decaying movement speed and you rarely even notice it

Important note is that Ultimate Hat isn't getting removed. It's getting moved to Domination.
Who was even complaining about ultimate hat in the first place?

id rather have the ultimate hat.... that itself would be a better replacemebt for phase rush tbh :S .... to have 2 runes that increase speed in the tree seems silly to me
It replaces Ult Hat.... Its usless to most that took Ult hat. Those that Took Ult hat have nothing to replace it now.
i'm looking very forward to this personally.
Don't think it breaks anybody (udyr being an exception) and IMO it gives power to underpreforming champs without breaking them (Elise, Nid, Jayce, Quinn) while nerfing overpreformers that were strong and took ultimate (eve primarily, I took ultimate hat and just hard carried everygame, now she'll be more willing to buy CDR or at least this will balance out her addition of 10% CDR on echoes.)

This seems good on short range champs like Annie, I think Morg could benefit from it, too. As for long range or artillery Mages? It sucks hard ass.
Looks fun but i kinda have no idea on whom im gonna need it.
nimbus cloak will be awesome on champions like Diana and Akali. I've tested it on PBE with the former and hail of blades and it works really well.
But is phase rush still here ?

I mean, phase rush is still there for people that used stormraider's if they wanted that. I actually think both of those together might work extremely well.
i hope they not gonna move ultimate hat to same lane with dash rune (i dont remember how it is called XD)
