Balance is weakness? No, it just does not exist anymore.
I just saw the 7.1 nerfs and a few proposed 7.2 nerfs. Honestly, its underwhelming because it doesn't address the specific problems that you have in game.
We have several champions who are so strong when they get one or two kills they are nearly unable to be dealt with, but that isn't even the worst part of it. You want to talk balance? Let's talk about a few things first:
-
Turrets. Low health, low MR/armor, low damage on nearly anybody after a few levels. Turrets used to be feared, people didn't dive because they knew they'd end up dead and probably without a kill to show for it. Fast forward a few years and they are swiss cheese, easily taken down by one single player within moments. Mid game, one or two people can take a fresh second turret in any lane with no damage in about 20 seconds flat. We need turret damage up, we need MR/Armor up, and we need the overall health up so its actually a tower and not a paper mache piñata.
-
Heal and Ignite. I've never seen two more overused spells in my life this last year than heal and ignite. No matter the role or the position you always have one of them. The fact that Riot nerfs Teleport to 5 mins when every 3 1/2 minutes (less with mastery/Ionian boots) you can ignite somebody for hundreds of true damage or HEAL for hundreds of damage with a speed boost too is just too much. It isn't outplaying as much as simply clicking buttons that have insanely low CD for their use. They need to be nerfed to 5 minutes just like teleport since they impact the game significantly more than a 4.5 second channel teleport. If you are going to KEEP the length of cooldown, at least grant QSS removal of ignite again because I can't go a single game without people spamming that crap over and over.

AP casters. There's no group more ruined than the mages right now. High mana cost, low number of regen items, crappy health regeneration, no Will of the Ancients for spellvamp while ranged AD champs have lifesteal items up the yazoo, its ridiculous. Rylai's got nerfed significantly on all of its attributes, so why not bring back Will of the Ancients? 100 AP, 10% CDR, heals for 5-15% of the damage dealt like Death's Dance does. I mean, unless you think trying to fight a champion with 30% lifesteal and 350 AD is a walk in the park when you have Rod of Ages and Morellonomicon which barely cuts their healing at all factoring in just how much damage they do. Magic pen is limited to boots, liandry (same amount as the boots for far more money) and void staff while AD have armor pen and lethality items that number around half a dozen. In short - We need WOTA back, we need more mana in the corrupting potion, and we need more mana in starting items as well as regen - doran's ring is good, Dark Seal only gives 100 extra mana and any mage blows that in one spell usually. Instead of nerfing the crap out of every mage, how about fixing the underlying problem that they have in their ability to fight from a distance? They are supposed to be fragile and hit from afar, but you make it so they hit less and take more damage! Another magic pen item or a buff to Liandry's to 30 magic pen from 15 wouldn't hurt honestly.

Surrender votes - I'm adding my name to the many who want 3 out of 5 to end a game. Not at 20 minutes, though. 4 votes for 20 minutes, 3 votes for 25 and beyond. Its unfair for two trolls to dictate to three people they have to play a 25-3 game for another 5 minutes minimum because they think they can win, usually because they are the ones who fed those 25 times to start with.

Team Builder. Guaranteed role, champ, etc. No reason for this not to exist for a blind pick option mixed with the blind pick queue. You can kick trolls right out of the lobby from the start rather than either play with them and lose or dodge and get penalized for avoiding disaster.
I didn't mention any champions, but at this point you can already see so many problems with the "balance" of the game (2 people saying no beats 3 people saying yes, its the new math!) that before we even get to the problematic champions we have to fix these existing issues first. I think champions would be hotly debated but what I laid out here is probably something a lot of us agree on needing some action.
