So, recently, I've finally gotten Bard and he's a lot of fun, but I have no idea how to build him. Generally I get a good idea of if I should be building AP or tanky on a particular support, but with Bard, I have no clue.
So, what should I build on Bard? I feel like CDR is a must (which is easy with support items), but seems like tanky or AP Bard could work depending on what your team needs.

this is what i use:
i get those 4 almost every game, then after that go with what your team needs. You can go tank instead but I've just had more success with the posted build.

good luck. Bards pretty hard to learn but once you got it, hes pretty useful
Bard's scalings are not all that good, tanky/utility is generally better.
It depends on the team you're facing.
You're going to mostly want utility items to help maximize the annoyance for the enemy team. So items like

If you want to be more utility oriented, you need to throw in a

just dont play bard, both are useless. his kit is cool and that is it, other supports offer way more
I love playing bard, too. I always rush 
followed by and third. After that I almost always get a frozen heart (glacial shroud first) and a randuins. The amount of abuse you can take from attack damage champions with those on is ridiculous and you can do a lot of running around and screwing with people with the portals.
personally i prefer a tankier bard but a lot of people play him tankyish ap. granted utility items will be your priority stuff like twin shadows are good ,talisman, righteous, zeke's, locket, fh, mikaels in some cases, etc
