Small Viktor change which would help a lot

I've been playing Viktor a lot lately, and there's something which has been bugging me quite a bit and I do think I've got a good solution for it.

So, what's the problem with Viktor you may ask? In my opinion, Viktor is kind of lost between two worlds in his laning phase. His lv1,2,3 are all very strong and he can win most trades, unless he is in a bad matchup or something goes terribly wrong.

However at the same time, he is extremely reliant on getting his first upgrade, a whooping 1250G, on his first back. Early on, this upgrade almost doubles his waveclear and laser damage (if he's able to get both hits off). It almost solely defines him as the "god of waveclear" or call it what you will. With that in mind, compared to other, "safer" mages, Viktor doesn't have many effective means of CSing safely or efficiently. In comparison to Ziggs, Xerath, Lux, Orianna and similar mages, he ends up spending more mana for the same or slightly weaker effect.

So, to summarize the problem: Viktor's early few levels scream "Trade, push opponent out of lane, blow a flash" (but rarely get a kill, since he doesn't have that many ways to set it up or fully commit, as most mages who have more reliable ways of locking their target down); but at the same time he has to play safe so that he doesn't spend all his mana harassing; with a kit that's not really meant for that (especially until he actually gets his first upgrade).

If he goes back earlier, he slowly falls behind, since he shouldn't buy items like his opponent most likely would, and he doesn't scale that well with levels as he does with his upgrades. Not to mention, he loses a lot of momentum by going back before being able to finish his first upgrade.

Lots of people seem to be eager on reverting its cost to 1000G, though I think a more clever and good-play-rewarding approach would implementing yet another "unique" Viktor item, which gives either AP, Mana or something completely different, which is stat-inefficient, but is a component of his first upgrade. For example, an item which gives (arbitrary values) -10 AP -100 Mana -500g cost

It's not much, but it would make backing before having 1250 as it often happens, especially in the current meta, a bit more forgiving and let him - if not stay on-par with most mid laners who were able to buy an item or two - at least not be as behind as he is as of now.

This game needs more items to assist the early phases for a lot of champions, not just Viktor. But it'd be a good start.
