Why silence is an aggressive ability?

It was removed from Kass, Le Blanc, Talon but Garen still has it.... Why? Silence should never be used as an attack, should be a peel, protection like a shield this one also should never be used as an attack (cof ..Riven).

Is kind of obvious and it is ok if they did not noticed in the past but after 10 years experience and removing this from some champions, why this still a thing?

Because Leblanc, Kass and Talon could use it from a distance whereas Garen has to be in melee range?

May we not forget that Kass's Q interrupts channels, so it still has an aspect of a silence.
